07/17/11 I grew up about two hours south of State College. The first time I heard of Arts Festival, I thought it would be similar to Jubilee Day, a local street fair by my hometown. Jubilee Day is the largest one-day street fair on the East Coast. It is held in Mechanicsburg, Pa.
