Officer Michael Wilichoski issued the summons on Storey Avenue. 08/06/09 Police have arrested Margarita Ni?o and charged her with two counts of kidnapping. Police say she kidnapped 34-year-old Blanca Zacarias and her 12-day-old baby on Tuesday.
