11/15/09 A federal grant recently obtained by the Utica Police Department could add four officers to the police force within a year. But it would do more than just that. It would also lock the city into keeping the number of officers it has now for four years, which could be difficult since city Mayor David Roefaro is warning of a tight 2010-2011 budget year.
