06/30/11 In a routine change of leadership at the Radford Army Ammunition Plant, the facility is now in the hands of Lt. Col. Byron Penland. Commander Penland succeeds Lt. Col. Anthony "Tony" Munera, who left for a different assignment, said Rebecca Montgomery, public affairs specialist at the Illinois-based Joint Munitions Command of the Army.
