Andrew Ricardo Mitchell, 35, of Chester was sentenced to a state correctional facility in Pennsylvania for 30 months to seven years and a fine of $3,500 for the crimes of criminal conspiracy to facilitate the delivery of a controlled substance and the criminal use of communication facility, according to Ray Tonkin, the district attorney for Pike County, Pa.
