12/17/09 WOODBURY-In a huge victory for parents in the Region 14 school district, Litchfield Superior Court Judge John Pickard this week sided with plaintiffs Susan Scherf and John Pratt of Bethlehem in a lawsuit challenging the district's right to reconfigure how elementary schools are used without first obtaining voters' permission in a referendum.
