06/10/11 PLEASANT HILL, Calif. -- A man police dubbed the "Hot Spot Bandit" was arrested Friday morning in Pleasant Hill for allegedly stealing hundreds of dollars worth of lottery tickets, California Lottery spokesman Alex Traverso said.
