Oceano Resident Busted for Fourty-Three Grams of Meth

06/06/11 Arroyo Grande, CA -- An Oceano resident was arrested last week after Arroyo Grande police officers said they found over 43 grams of methamphetamine in his vehicle. 69-year-old Richard Allen Howell was arrested on suspicion of possession of a controlled substance for sale, transportation and sale of a controlled substance and a probation violation.
