08/12/09 Haltom City Police "She never should have been on the road." Haltom City Police said 50-year-old Tammy Sue Steagall should never have been driving a car Tuesday morning. Steagall was traveling down Belknap Street in Haltom City when she hit and killed Billy Stroud of Bedford, who was riding his new motorcycle.
