Beebe Urges Financial Caution Despite Surplus

07/05/11 Leave it to a state financial report to bring a summer surprise of sorts. Arkansas's 2011 fiscal year ended with a nearly $94 million dollar surplus. "I can't help but smile about it, but I think we need to be cautious," Governor Mike Beebe told the Downtown Rotary Club of Little Rock on Tuesday.
